Operations Portfolio Manager

Position Profile

Reporting to the Vice President of Operations, the Portfolio Manager will own primary responsibility for the best in class execution of projects and services for a small group of clients that have similar needs.   The direct reporting workgroup will be a specialized group of staff from both the project delivery and technical expertise spectrums.  Portfolio Managers will work closely with the Technical Services Manager for workload planning and assembling project teams to execute projects.  Primary focus areas include client relationships, project oversight, business development and effective management of staff, resources and assets.  

Principle Accountabilities

  • Provides leadership to assigned Portfolio team, directing the implementation of short and long-term business strategies to effectively achieve client performance, profit and growth objectives.
  • Work with Technical Services Managers to ensure the effective and safe delivery of high level service and project execution to customers.
  • Reports on progress toward strategic objectives and operational plans, including the extent to which planned objectives have been achieved and performance targets met.
  • Achieves financial objectives by forecasting workload and resource requirements; preparing and stewarding to an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions; keeping abreast of industry intelligence and trends.
  • Tracks performance against budget, provides root cause analysis and results to senior management.
  • Contributes to the development of business objectives in alignment with corporate goals; initiates and implements new strategic initiatives; measures and ensures profit and service driven outcomes.
  • Serves customers by establishing critical service factors; maintains quality service and operations, assessing result and anticipating trends.
  • Develops relationships with key internal and external customers to identify emerging needs and business challenges.
  • Promotes staff development through performance management, mentorship, on-the-job and training opportunities.
  • Champions organizational values; develops employees and recognizes contributions.
  • Ensures continuous improvement in the areas of operations, safety and financial outcomes.
  • Ensures full compliance with all regulatory, corporate and statutory requirements.
  • May include responsibilities for organizational assets (facilities, labs, equipment, etc.).

Portfolio Project Oversight

  • Manage or directly oversee projects for assigned client accounts.
  • Ensure that projects meet their performance targets.
  • Ensure the use of appropriate tools and templates for each project.
  • Conduct bi-weekly reviews of projects metrics and project financials; initiate corrective action if required.
  • Monitor the performance of the project team and intervene as required to ensure that deliverables meet the standard of excellence defined.

Portfolio Management

  • Contribute to and support the development of long and short term corporate and operational goals, business planning, and budgeting.
  • Establish and direct Portfolio team priorities in alignment with corporate business objectives.
  • Conduct weekly reviews and report on Portfolio group status:  revenue, gross profits, budget, overhead costs, utilization trends, and issues.
  • Ensure the deployment of and adherence to company procedures and processes.
  • Conduct weekly workforce forecasting and planning, including supply and demand forecasting.

Business Development

  • Collaborate with Business Development Managers in the identification and pursuit of business opportunities with new and/or existing customers.
  • Ensure sustained growth, cultivating repeat business through customer advocacy, customer satisfaction, and development of new project and program opportunities.
  • Participate in developing and managing sales targets, metrics and gap closure plans.
  • Ensure high levels of customer service and support are provided to clients; resolve issues in a timely and effective manner.
  • Contribute to and support the bid, bid strategy and proposal management for assigned clients; includes scope of work, cost estimates, key assumptions, schedule development and sales presentations when required.

Staff Management

  • Maximize the contribution of employees and contractors in alignment with the corporate goals.
  • In collaboration with the Technical Services Manager, ensure the appropriate allocation and mix of resources for project assignment.
  • Participate in the recruitment and/or dismissal of assigned staff.
  • Take an active role in staff development and retention; addresses staff issues and concerns.
  • Conduct annual performance reviews for assigned staff; provide relevant feedback for development, set annual goals, initiate salary or staff level change requests and make recommendations for professional development activities.
  • Assigned staff groups will be a maximum of 12 people.
  • Approve time and expenses reported by assigned staff, ensuring timely and accurate submission. 

Candidate Profile

  • 4-year Bachelor’s degree in Engineering, 2-year Technology Diploma or equivalent.
  • Experience withing service based, customer oriented organizations is preferred.
  • Exceptional leadership and communication skills are required.
  • Experience leading teams is essential.
  • Staff performance management experience is preferred.
  • PMP certification and/or eligibility for PMP within 2 years is desired.
