The Challenge

The client, a leading energy products solution provider, needed to ensure their emergency shutdown (ESD) systems and processes met both corporate and regulatory requirements.

‚ÄčThe National Energy Board (NEB) mandates that regulated companies with pipelines crossing provincial or federal borders must have adequate back-up power to ensure the shutdown can be carried out safely in any situation.

In addition,CSAZ622-11 also stipulates that pump stations over 375 KW must implement piping design that allows the operator to stop the flow of gas or liquid from the station, and have manual shutdown push buttons on site.

Autopro's Role

Autopro initially conducted an audit of existing facility designs and power systems to determine what was in place, what needed to be shutdown in an emergency situation, power requirements, and any gaps. This included a review of existing drawings and documentation as well as site visits. This first site was a trial site to establish and evaluate the audit methodology prior to proceeding with audits at additional sites.

Our engineering team redesigned the ESD processes and standby power systems to address the gaps that were identified, and implemented the new design. This included the review and repair of shutdown keys for PLC programs, revision of PLC programs, as-built revision of out-of-date site drawings and creation of construction drawings.

Results

The ESD shutdown process was successfully redesigned and implemented within an extremely compressed timeframe, the project was completed under budget, and the site passed their NEB audit with no issues being reported.

 At the conclusion of the project, Autopro was then contracted to complete similar audits at eight additional sites.
