The Challenge

The client operates a large petrochemical production complex consisting of multiple manufacturing facilities, a common utilities facility, and a cogeneration facility.   The site has a complex distribution system which includes a network of substations, switchyards, and a cogeneration plant which is operated with partner companies.  Presently, main automation systems consist of Honeywell DCS, Rockwell PLCs, Modicon PLCs and a large number of ancillary data collection and control systems. 

In 2009, in response to changes in the industrial automation marketplace and to address a need for continuity, consistency and quality related to a series of critical system migration projects, the client conducted a search and subsequent competitive evaluation to identify and engage a new business alliance partner as their primary provider of Instrumentation, Electrical and Controls (ICE) engineering services for the integrated asset.  In addition to a significant system migration program, the Alliance Partner would also provide all ICE project engineering and implementation services related to on-going modernization, optimization, expansion and debottlenecking projects executed at the asset to ensure continuity and consistency in system design.

It would be critical for the selected ICE engineering services provider to have a comprehensive understanding of system lifecycles and have the ability to address legacy system issues while assisting with the development of risk mitigation and migration strategies related to multiple systems approaching end of life at varying intervals within a 24/7 operating environment with five (5) year major maintenance plant shutdown intervals.

Autopro’s Role                                 

Autopro was selected to provide the Instrumentation, Electrical and Controls (ICE) engineering throughout the client’s asset as part of a portfolio of projects ranging from small unit improvements to multi-million dollar capital projects.  The client’s decision was based on a combination of Autopro’s experience and rich history of successful projects within large operating facilities; quality of technical resources; and a demonstrated repeatability of high quality and excellent value engineering services.

Autopro has successfully completed a number of projects since engaging in the relationship and continues to manage and implement multiple capital and unit based projects on an on-going basis to meet corporate business and operational requirements. 

In addition to providing technical services, Autopro also acts as the client’s agent for the specification and procurement of engineered equipment using a zero balance / cash call process.

Within this Alliance relationship, Autopro and client resources present a collaborative and unified team.  This mutually beneficial and cooperative relationship provides the client the best value achievable with significantly reduced project risks.

Results

To date all projects have met or exceeded the client’s KPIs with respect to cost performance, schedule performance, quality requirements, safety performance, contributions of innovation, and continuous improvement.
